In 1887 Governor Watson C. Squire, at the request of many of Mr. Paine's friends, appointed him superintendent of the new state penitentiary which had been recently erected at Walla Walla, with orders to establish rules and regulations and to conduct the institution on a similar plan to that of the Oregon state penitentiary.
