The cartel was formed in 1926 and by 1938 it had reached its full growth. The cartel was dominated in Europe by the so-called DEN group, composed of Imperial Chemical Industries, Ltd. for the British, Stickstoff-Syndikat, controlled by I. G. Farbenindustrie for the Germans, and Norsk Hydro for the Norwegians.
